Why is BBC 'Hogmanay Live' not available on the web?

Why cant overseas viewers watch the live Hogmanay show? 'only available in the UK is what the player says. How typically backward of the BBC. is it because other countries havent paid their bloody license fees? Can anyone who works for this shower of kiljoys comment on why they do this? Could be as simple as they are too cheapskate to spring for the extra bandwidth on the servers, I'd like a decent answer though. Cheers. Happy New Year to all.
